Board of Supervisors Chair Pete Estes expressed his appre- j ciation to Mr. McCarthy and ; Mr. Luke for their work in | preparing the letter to Sprint J PCS. "It will become a very J important document," he com- * mented.
Mr. Luke requested authorization for an expenditure not to exceed $7,000 to employ a consultant to assist in the Planning Commission and Board of Supervisors cell tower application review process. He said that he and Mr. McCarthy had spoken to a firm that specializes in assisting local governments in this type of process, and that the firm, Atlantic Technology Consultants Inc., had experience in working with Sprint applications for counties that border Rappahannock.
His review of the application with Professor Wilson of UVA, he said, indicated the need for the use of such a consultant, and also revealed it a careful review by such experts, of the propagation map prepared by Sprint is essential. After a preliminary review of the propagation model, for example, Professor Wilson indicated that it may be possible to "drop down the high density" propagation shown in Sprint's application and thus provide adequate local service with lower or fewer towers.
After a discussion of some of the tower issues, the Board unanimously agreed to the use of a consultant.
