mission (ICC) where he put his typing and short hand skills to work as a clerk typist, making $3,400 a year. He also started taking college preparatory courses which allowed him to enroll in the University of Virginia extension program, earning a BA in Accounting and Economics, and later an MBA.
At the ICC he learned how to analyze a company's operating costs and to understand how small changes could have big impacts on their profitability. Eventually, he was put in charge of the office responsible for determining rates on all forms of surface transportation from pipelines to bus lines, and testified frequently before Congress.
From the ICC, Anderson went to the Bureau of the Budget where he learned budgeting, which at the time meant adding ten percent to the previous year’s budget. With the introduction of ZeroBased Budgeting under President Carter, budgets had to build up from scratch, forcing agencies to assign priorities to their funding needs. This required a change of major mindset, and taught Anderson the importance of knowing howto get people to buy into changing their own behavior.
“Budget limitations have the healthy effect of forcing executives to focus on what is really important and to reexamine how they do things,” said Anderson.
