(COCA). COCA provides additional funding to school districts in Northern Virginia that have to compete with the wealthier D.C. area schools for teachers. Gilbert’s amendment, which was supported by a resolution from the Rappahannock County School Board, is an attempt to combat an expected loss of state funds to Rappahannock’s schools due to recalculation of the county’s Local Composite Index, a measure of local ability to pay for education.
Despite Gilbert’s amendment and the School Board’s resolution, the attempt to be included in COCA is expected to fail.
“We don’t have a snowball’s chance,” School Superintendent Dr. Robert Chappell told the BOS.
“There are six or seven other districts hard hit [by the LCI], there were no budget amendments for them,” said Chappell.
The tight state budget process affected other projects important to the BOS, including the Scrabble School Restoration project, which had asked the state for $50,000. According to McCarthy, the funds for the school were not included in the most recent budget legislation, although the request for funds may be readdressed later.
More successful in the General Assembly were two bills endorsed by the BOS earlier this year.
One will make Rappahannock County, Shenandoah, Page, and Warren exempt from the state moratorium on building new jails. The counties are exploring the idea of a regional jail, and this exemption will allow them to ask the Governor to fund such a project sometime in the next year.
The second successful bill modifies the recycling requirements that Virginia requires before a county can be issued a permit for a new landfill. The passed bill still requires that counties recycle a percentage of their waste to qualify for new permits, but makes allowances for less densely populated areas like Rappahannock, which find it harder to meet the minimum requirement.
