Many point to the 2007 Higher Education Tuition Incentive Fund, recently enacted by the General Assembly. The fund was enacted in response to the large hikes from the 2006-7 school year.
That increase likely stemmed from the General Assembly failure to craft a budget on time, due to negotiations over a transportation bill. With the Assembly gridlocked, and its budgets unsure, many schools erred on the side of caution and passed larger increases.
Last year the schools nevertheless received a significant boost of $82 million But that increase merely helped recover from massive budget cuts in the Assembly’s 2002-4 session. Prior to that, a cap on tuition hikes had actually reduced tuition by 20 percent. That cap was lifted when the recession hit.
