The Fund is simple. State schools stood to realize up to $7 million - provided they kept their tuition increases to 6 percent or less.
The act did provide an exemption — schools could hike tuition beyond 6 percent if the additional revenue went toward financial aid for in-state graduate students. But this year only four schools went beyond the 6 percent.
“There were some that probably could have done without that,” Hix said. “But frankly when you’re looking at the political capital you’re losing, it probably wasn’t worth it. They could have raised tuition more, but it sends a message.”
