"It all depends on how they (state governments) reacted when the recession hit,” Hii said. “We (Virginia) went in pretty dramatically; we had the fourth-largest cuts in 2002. But we also came out of it pretty quickly.”
George Mason University recorded a 5.3 percent increase for in-state students. Virginia Commonwealth University has one at 5.2 percent.
“We deliberate about this because we know what a majority of students can and can’t handle fiscally,” Lepley said. “Increase it too much and you’re pricing them out of college. There’s a conscious effort to keep them as low as possible.”
