Eastham explained that he and Stokes, had based their space study analysis on the states' "blue book" of construction guidelines and had measured only usable classroom area at RCHS to arrive at their conclusion that the school has 43 per cent excess space over what they said was the minimum requirement of 15 feet per pupil.

Walter Masterson, who offered the resolution to have Stokes and Eastham conduct the space study and apparently was an ex officio member of the group himself, said he's gotten the square footage requirements from Hamill.
