“The present existing school board is ready to bite the bullet for the first time in four years," Eastham replied. “We’re willing to make a decision (on capital outlay)...Then, it’s up to you to decide if the county can afford it,” he told the supervisors.
“I’m willing to leave the $7,000 in if the school board is willing to finally make a decision,” Gilkey said.

For the first time, the school board is following proper steps to reach a verdict on capital outlay, Eastham said, describing earlier space reports and recommendations as “piles of worthless paper.” He added that the school board may find an educational specialist from some unnamed source who will do the evaluation work for free.
Leaving the subject of educational consultants, Luke proposed cutting the category of teacher salaries by $30,000, noting that experienced teachers leaving the Rappahannock system will probably be replaced by teachers at the bottom of the salary scale with less experience.
