In 1780, that state had passed an act for the gradual abolition of slavery: “It is not for us to enquire why in the creation of mankind, the inhabitants of the several parts of the earth were distinguished in feature or complexion. It is sufficient to know that all are the work of an almighty hand,” the act began.
It noted that slaves existed in "circumstance which not only deprived them of the common blessings that they were by nature entitled to but has cast them into the deepest applications by an unnatural separation and sale of husband and wife from each other and from their children.”
To right what they saw as a terrible wrong, the Pennsylvania lawmakers decreed “all persons born within this state after passage of the Act shall not be deemed and considered as servants for life or slaves.” It further made provisions for the gradual freeing of slaves already
