Leesburg Supervisor Frank Raflo, who attended last Thursday’s meeting, said he was satisfied with the Loudoun bill, even though it was revised by the subcommittee. He also denied that the bill is a “no-growth" bill. * ......
"This is absolutely the opposite of a no-growth bill,” Raflo said. "This bill says that you will say - what you will do in your comprehensive plan, and you will commit to it."
State Sen. Charles L. Waddell (D-Loudoun) has said he will support the legislation. But Del. Kenneth B. Rollins indicated last week that he was reluctant to support the original bill, as proposed and written by Loudoun.
