a federal law enacted as part of the 1981 federal farm bill. The federal procedure first determines the quality of a locality’s soil, thereby determining which land is valuable agricultural land. The second part of the procedure then helps planners assess where development should be located and which land should be preserved, based upon the soil evaluation.
Localities that want to utilize Clarke’s proposed legislation would have to 'tforttltfcf a survey of their agricultural land, in cooperation with the U. S. Department of Agriculture’s Soil Conservation Service.
Clarke was the only county in Virginia—and one of a number nationwide—to have its farmland evaluated as part of the Soil Conservation Service's program.
Ms. Maizel said Clarke would help other counties that want to utilize the federal soil evaluation program so that they can take advantage of the state legislation, if it is approved.
