it appeared that the subcommittee would approve the Loudoun proposal only for Loudoun County. But subcommittee members gave up that approach last week because they were afraid other counties that want to utilize the legislation might have been unable to if the authority were given only to Loudoun.

Del. Quillen said that if only Loudoun were given such power, “by implication the other counties couldn’t do it." . can be put iir statewide,” said Del. Raymond R. "Andy" Guest Jr. (R-Warren), “it allows counties that want to use it to use it and those that don’t aren’t stuck with it."
