The second proposal, initiated by the Clarke County Board of Supervisors, would allow local governments to designate "important farmlands" within their jurisdictions. State agencies, in beginning capital projects such as roads, would then be directed to preserve “important farmlands” when planning those projects.
But the Clarke proposal would also require a locality to "demonstrate that adequate provision has been made for non-agricultural uses within its jurisdiction.”
