Each year the warning goes out and each year reports are received by the Virginia Department of Agriculture and Consumer Services that the warnings are ignored by consumers seeking that hoped-for bargain. This year it will probably happen again. The itinerant painter, roofer, asphalt paver or home improvement crew will drive up in a shiny new truck with out-of-state tags and offer to do the work. They are lo*ig gone when you discover thfeir work is far from satisfactory.
Harry K. Rust, supervisor of VDACS Paint Section notes that over the years the itinerant worker has developed a number of techniques designed to confuse the would-be consumer. One, of course, is to drive a new truck giving the outward appearance of a well-run business. Another is to set up an answering service so the business seems to have a local flavor.
Although these con artists began by taking advantage of people in the rural areas, the suburbs and even the city are not immune to their tactics.
