As the result of their painting work, the Virginia Paint Law was amended a few years ago so that all spray painting contractors were required to have a license unless they have had a business address in the state for a period of one year. Rust notes that most reports of these type of operators are that they have out-of-state tags so the first thing to check would be the business license. If they have no state license and claim one year service, contact the local Chamber of Commerce or Better Business Bureau and check it out.

He also offers this general advice:

— Deal with a local contractor and preferably with one who is known to be good. Have all details of the job specified in writing, including the exact type of paint, or materials and what the contractor will do.

—Never pay in advance. See if the contractor will agree to a 30-day credit plan. If he is reluctant to accept such an agreement, chances are that they may not be
