However, up to now the county has used these S.C.S. maps to guess the floodplain districts in Rappahannock. The county needs to have a floodplain map based on soil survey reports, soil analysis, on-site inspection and information concerning flood levels from the Department of Highways. The Health Department cannot accurately determine floodplain levels without these maps. The problem is that the county has all the ordinances and regulations to prohibit construction and septic fields near potentially flooded lands but no clear way to define what is and is not flood
