“Has it gotten warm enough in here to talk over the air conditioner?” joked chairman J.R. Latham, ironically just as the board took up a request from senior Circuit Court Judge Carlton Penn that something be done about the noisy window units in the upstairs courtroom.
Generally, during summer months, the two window air conditioners on either side of the courtroom are turned off when supervisor meetings begin. The control knobs go round and round during judicial proceedings; last summer, during a long and hot civil trial, the units went on for every bench conference and off during testimony and arguments so that jurors could hCar. This year, however, a .notice taped to a unit and signed by the Rappahannock Sheriffs Department orders the controls to be left untouched.
Latham told his fellow board members on Monday that Judge Penn had called to complain that it was “almost impossible” to hold court in Rappahannock with the air conditioners.
“I can understand his point. We can’t hear either,” said Supervisor Clarence Baldwin, joking that he’s been afraid for years that he would vote the wrong way on an issue because hev couldn’t hear the motion clearly.
