NOTICE TO THE PUBLIC OF PROPOSED

RATE INCREASE BY CENTRAL

TELEPHONE COMPANY OF VIRGINIA

On September 1,1983, Central Telephone Company of Virginia ("Centel" or "Company") filed an application with the State Corporation Commission for increased rates that would produce additional revenues in the amount of $1,645,715 by means of a 4.14 percent surcharge to be applied to existing rates. This application was filed pursuant to the Commission's Financial Operating Review procedures. By order of September 30, 1983, the Commission granted this increase on an interim basis, subject to refund, for services rendered on and after October 1, 1983.

The Commission has scheduled a public hearing on Centel's application commencing at 10:00 a.m., February 15, 1984 in its 13th Floor Courtroom, Jefferson Building, Bank and Governor Streets, Richmond, Virginia. Copies of the application, together with Centel's supporting data, are available for public inspection during normal business hours at Centel's offices where bills may be paid and in the Commission's Document Control Center, located on Floor B-1 of the Jefferson Building, Richmond, Virginia.

On or before January 18, 1984, any person who expects to submit evidence and to cross-examine Centel and Commission witnesses must file with the Commission an origi- I

rial and fifteen (15) copies of a Notice of Protest conforming to Rule 5:16(a) of the Com-I mission's Rules of Practice and Procedure. A copy of this notice must be mailed to Centers counsel, Joseph E. Blackburn, Jr., Esquire, 300 West Main Street, Richmond, Virginia 23220.

On or before February 1, 1984, all persons who have filed a Notice of Protest and expect to participate in the hearing as a Protestant must file with the Commission a Protest together with an original and fifteen (15) copies of all prepared testimony and exhibits of the witnesses to be offered at the hearing. Protestants must serve a copy of the Protest and testimony upon all other parites.

Any interested person, not otherwise participating as a Protestant, who desires to make a statement at the public hearing in his own behalf on the application, need only be present in the Commission's Courtroom 15 minutes prior to the hearing and inform the Commission's Bailiff that he wishes to speak. All persons desiring to speak will be heard as expeditiously as possible, beginning at 10:00 a.m., or shortly thereafter. In lieu of attending the public hearing, public witnesses may choose to send their comments to the Commission in written form. Such comments must be received no later than February 10, 1984 and should be addressed to William C. Young, Clerk, Document Control Center, P.O. Box 2118, Richmond, Virginia 23216, and should refer to Case No. PUC830033.
