Nichols said a language such as Latin might teach more about word roots, grammar and so on. He questioned whether the aim of studying a foreign language is to learn the basics of linguistics or to become able to converse fluently in a second language.
Superintendent Estabrook said “there are many kinds of yardsticks” used to measure the educational purpose of a foreign language ranging from the ability of “speaking with those we might see” to the old notion that students planning to major in engineering were encouraged to study German so they could read technical journals.
School board member Nancy Reeve pointed out that Spanish is taught at most high schools and Rappahannock would be more in line with the times doing likewise; it would make it easier for transfer students entering or leaving Rappahannock schools to continue their foreign language study. Reeve said.
The Nation at Risk commission points out that it takes four to six years of concentrated study to achieve proficiency in a foreign language. Therefore study must start in the elementary grades if the language is to be mastered.
