Robert Thomas Barnes, former operations vice president of ESS, pleaded guilty last month to a charge of falsifying records and was fined $500, ordered to serve 100 hours of community service and sentenced to six months probation. He was in charge of compiling reports to the State Water Control Board based on meter readings submitted by company technicians at the facilities.
