Hie Industrial Development Authority (IDA) of the Town of Front Royal and the County of Warren unanimously approved two series of industrial development bonds. Valued at $2.5 million each, the bond certificates boost by $5 million the fluids to assist Rappahannock Group Home Partnership “in acquiring, constructing and equipping a 70-bed elderly care facility and a 50-unit elderly residential facility” on the site of the former sld lodge.
The original bond application, for a mental health care facility, passed about a year ago without opposition. An amendment to that application was made by Sam Snead, principal in the group-home venture, after the decision was made to build a home for the elderly instead.
Before making its decision, the seven-person IDA panel heard 55 minutes of testimony Rappahannock residents or former residents who attended the hearing. Eleven people spoke in opposition to the proposed facility; six spoke in support.
