If everything that happens is God’s will, then the rebellion and destruction of the wicked is also God’s will. Yet the Bible teaches that it is not God’s will that any should disobey and perish.
God cannot tell a lie. God does not have a “signified will” which God makes known, and an “effectual will" which is God’s real intention. God proclaims salvation for everyone in Jesus Christ; and this is God’s real intention.'
But is this is true, how can God let people go on their merry way knowing full well the end result? First off, people are created in God’s own image. At least part of that image is our ability to make up our own minds, choose our own destiny, and accept the consequences.
Furthermore, God cannot choose for me without distorting God’s image in me. This is something the Lord will not do. God will not interfere in my choosing. Even if those choices lead me far away.
Why would God permit us to sin, and then forgive us when we repent? Why not simply prevent us from sinning in the first place? Let’s ask the other question be
