Mr. Lane then took the floor. He explained the long history of humane societies, which he said began some 130 years ago in New York. He outlined his organization’s efforts in Virginia in recent years to bring animal-welfare and needed reforms to the attention of state legislators.
Mr. Lane emphasized the commitment establishment of a local chapter would take, but also noted that the legwork already had been done. Pointing to a manual that he called a humane-society “bible,” Lane said, “It’s got all the basic guidelines. Reaid it and you’ll know everything.”
The planning committee set September 17 for its next meeting. The 4 meeting is scheduled to begin at the Washington Fire Hall at 7:30 p.m.
