Both groups have a lot of work to do. Perhaps the work could begin with the supervisors committing money to an animal-shelter facility, provided chapter members help to find a suitable location. Working together could be that simple: Well commit to doing this if you’ll help us to do that.
Unfortunately, neither group realistically can expect to make sweeping changes overnight: The humane society chapter has a lot of organizing to do and public participation to gamer; the supervisors have numerous other interests pounding on their door.
Neither can afford, however, to sit back and wait for the other. Cooperating with action speaks stronger than wallowing in words. People will be wondering if this kind of approach to problem solving works.
