Working together works, and even though cooperation between the Board of Supervisors and a Rappahannock humane society chapter is little more than pleasant verbiage at this point, we believe the two groups are on the right track.

It doesn’t have to be that way. County officials for too long have dragged their feet on animal-welfare reform and, with a writ of mandamus still pending, county residents could be barking up the “let’s make ’em do it” tree.

Instead, residents say they want to cooperate, in fact, they want to help the supervisors.

Can the cordial, rather than the courtroom, approach work? Can these two groups become a real-life example of honest-togoodness cooperation?
