Guest: The governor in his State of the State address and soon thereafter the chairman of the Appropriations Committee, Dick Ragley, both indicated their commitment in the funding of the 1986-87 biannium to come to the 100 percent funding of the standards of quality. I think this is something that should have been done quite a while ago. The current strong economy allows us to feel that it can be done. I think it can be done within the existing state sources of revenue.
