Study Cost
State officials were trying this week to defend a $3.1 million design and engineering study for Route 28, but at least one Loudoun supervisor is still unhappy about it.
Supervisor Andrew R. Bird, III (R-Sterling), who says he sits in his car in heavy traffic on Route 28 each day, attacked the rising cost of the study at the April 1 board meeting, and said in an interview last week that some of the cost estimates in the study are “outrageous. ”
He was particularly miffed, h<‘ said, at $800,000 needed to develop an environmental impact statement, a federal requirement that is needed if federal road funds would be used for the project. He also said the $998,000 estimated for construction plans is “double what it ought to be.”
