Bailies campaign, on the other hand, had appeared lackluster and, as one critic put it, almost dead in the water.
As the outcome of the caucuses proved, however, the Baliles effort had been anything but ineffective. He emerged the clear front-runner in the race for delegates. Contrary to his postcaucus statement, though, he does not appear to have garnered enough delegates to lock up the nomination. Indeed, there are more than enough contested caucus results and uncommitted delegates to still give Davis the verdict.
Thus, the indecisive outcome of the caucuses could result in a stormy spring for the Democrats who, more than anything else, desperately need a season of peace, quiet and time to contemplate the ineffable benefits of a unified party.
It doesn’t look as if they are going to have one, however. The nomination will be bestowed when the Democrats hold their state convention June 7-8 in the Richmond Coliseum. Over the next two months the challenges will be heard concerning the contested caucus results, and the hearts and minds of the uncommitted delegates will be the targets of unremitting pressure from the candidates and their staffs. The issue may not be finally settled until after a bloody shoot-out on the convention floor.
Needless to say, just how many delegates the candidates actually have and how many are still up for grabs will be the subject of increasingly heated controversy in the weeks ahead.
There will be 3,604 delegates to the state convention. Of those, 3,500 were elected at the caucuses and 104 are so-called super-delegates. These are elected and party officials who are entitled to automatic delegate status. Thus the “magic number” required to claim the nomination is 1,803 delegates.
At midweek, the state Democratic Party headquarters officially credited Baliles with 1,686 delegates, Davis with 1,587 and 188 were recorded as uncommitted. Suffolk’s 39 delegates were not included because the caucus there is being challenged. The 104 super-delegates were counted as uncommitted.
