Rapp. News: Developers now are not required to pay for offsite development costs. What is your position on this issue? Do you expect the law to change, forcing developers to assume offsite costs? Guest: In some parts of the country there is a form of conditional zoning where increased density is given in exchange for some offsite improvements. I have no problem with allowing a locality to do some negotiating as long as it’s done equitably and not more is required of one person than will be required of another. I have no problem with that type of system. Rapp. News: Rural areas lost highway funds in the General Assembly this year. Does the loss indicate a long term shift in power to urban areas?
Guest: I think the shift has taken place and this is a version of it. Fairfax County will pick up for their secondary road fund at least five million dollars. They wouldn’t have gotten this under the old formula.
The high growth areas have the balance of votes. Rapp. News: Can rural areas do anything to recover the lost funds, outside of stealing? Guest: The folks from more populated areas say we’ve been stealing from them all along and now they’re just getting back what’s theirs.
