Minority Leader of the Virginia House of Delegates, Raymond R. “Andy” Guest (R-Front Royal), today criticized the Baliles Administration’s proposal to give state agency heads the authority to place state employees on extended leave without pay for reasons of “agency convenience.”
“This proposal represents another attempt by the Democrats to politicize the state government and to subject our state employees to more partisan political pressures,” said Guest.
The proposed change in personnel policy follows on the heels of last year’s controversial “Patronage Bill” which took approximately 500 top and intermediate level state employees out from under the statutory grievance procedure and made them political appointees.
“Not only is this new proposal unfair to the dedicated state employees who may be put on leave without pay for up to 13 weeks as punishment for not toeing the Democratic party line,” said Guest, “but it is unfair to you and me, as Virginians, because it discourages efficiency and integrity in our state government.”
Guest called upon Virginians to oppose the personnel policy and cited the recent and unprecedented purges of “personnel-related” documents from public record, by officials of the Baliles Adminstration, as further evidence of increased politicizing of the state government.
“We do not want a political spoils system in Virginia,” he said.
