In some couni ^ ties the local health department is currently experiencing a delay of three weeks. It is expected that this backlog could become worse. As a result the local health departments are unable to meet their goal of five days from the date of application to the issuance of the septic tank permit.

Contributing to the increase in workload are the numerous real estate certifications for refinancing required by most lending institutions. Mr. Shepherd says that approximately 20 percent of the current workload is taken up by site visits for the purpose of refinancing applications.

Personnel turnovers have contributed to this problem. Two temporary employees are being hired to alleviate the accumulation of scheduled work.

In taking further measures to catch up on the added work the district has explored the possibility of obtaining additional funds from the state in order to pay for overtime.
