Keynote speaker was Gov. Gerald L. Baliles, who received a standing ovation when he reached the podium. Minutes before, former U. S. Sen. Harry F. Byrd Jr. had challenged Gov. Baliles to scale Old Rag Mountain, one of the park’s more famous peaks with an elevation of 3,291 feet.
The governor heartily accepted the challenge made by the senior politician and added: “It will be the one place we won’t build a road.”
