Under grievance procedures adopted two years ago, the board’s hearing officer, Chairman Hubert Gilkey, must hold a hearing within 60 days on the charges and make certain findings. If the findings show that Mr. Abell has been discriminated against through the board’s decision to schedule public meetings at a site not accessible to the handicapped, then the grievance procedure requires the board to revise its policies to ensure such access, according to Mr. Reynolds.
