The purpose of the commissions is to provide a means for commu-. nicating community needs and problems to the state government, to foster planning and to make provisions for the creation of a unit of government capable of efficiently performing functions and services on a regional basis, the cost of which can be borne equitably by those receiving the benefits.

Participation in PD-9 costs Rappahannock County $1,800 a year for services which if obtained through the private sector would cost much more.

PD-9 performs mainly planning functions for its members — work studies and plans being initiated by request of the local government and approved by the governing body. The PD-9 staff works closely with local officials; in Rappahannock we work closely with the Planning Commission. Some of the projects accomplished with help from PD-9 are:

• Comprehensive Plan for Rappahannock County.

• Town of Washington zoning ordinance.

• Regional tourism meeting (Rappahannock businesses actively participated).

• Report on Land Application of Septage and Sludge in PD-9.
