Quoting former President Theodore Roosevelt, Gov. Baliles said conservation means development as well as protection. He praised those who had looked ahead and sought to protect the forests and ridges that make up Shenandoah National Park.
While the governor spoke, a whitetail deer grazed in the sprawling Big Meadows area behind the platform. Intermittently, other smaller fawns poped out, seemingly oblivious to the (crowds or the commotion.
Blueberries and other “pioneer species” fill the meadow, which Assistant Chief Park Naturalist Charles Anibal believes may have been a hunting ground for the Indians.
A popular theory is that Indians created Big Meadows by continually burning trees and other vegetation. Then, they’d drive the game up the mountain and into the meadow, where they would be an easier target.
