I believe Mr. Eastham’s letter and perception of the Planning District Commission is completely erroneous and his views on this matter reflect unfavorably on his credibility to comment on matter of public policy as they pertain to an important aspect of local government activities. What follows provides answers to his specific assertions.
The method by which the “poll” was conducted is considered to be the most successful and efficient. In most cases, a telephone survey gives a much higher response rate than mail out or door-to-door methods. The respondents were chosen by the PD-9 staff by electing every eight residential telephone number in Rappahannock County at random. We believe the number of people surveyed to be more than adequate to receive representative responses to all questions on the survey.
The PDC-9 staff made every effort to survey 404 households or 14 percent of all household in the county. The number of people answering the survey questions shows that many citizens are not willing to respond to public issues when given an opportunity. The questions were not frivolous but were considered at two meetings of the county Planning Commission. The method of conducting the “poll” was also considered and approved by the Planning District Commission.
