Yet another B & B

Also at last Wednesday’s meeting, the planning commissioners took another step towards making Rappahannock the B & B capital of Virginia, recommending approval for the county’s 11th bed-and-breakfast.

Hugo Perez, contract owner of a 45-acre estate near Huntly, is applying for a special use permit to use the 12-bedroom (each with a private bath) house for a bed-and-breakfast inn. Known as The Bungalow, the property was once part of Wakefield Manor and was used as a lodge for guests visiting the country to fox hunt.

Mr. McCarthy noted that the zoning ordinance limits bed-andbreakfasts, which are allowed by special use permit in agricultural zones, to accommodations for 12 people. “Generally, accommodations for 12 people are considered to be six rooms,” he said, adding that one room is “sort of accepted” as accommodations for two.

“With more than 12 people, you’ll be in violation of the onlinance,” Commissioner Fannon pointed out to Mr. Perez.

“Who’s going to be the policeman to check that there aren’t more than 12 people sleeping in the beds?” questioned Commissioner Krebser.

‘This is Rappahannock. If they’re in violation, it will be reported!” maintained Commissioner Miller.

Mr. Perez’s proposal elicited minimal public response. J. J. Dwyer described his former law school classmate and fellow practitioner in the D.C. courts as “a competent, reliable, trustworthy individual."

Calling The Bungalow “an overbuilt home,” Phil Irwin said it “lends itself to use as a bed-and-breakfast.” Representing Rappahannock’s Bedand-Breakfast Guild, Mr. Irwin welcomed the new addition.
