“The uncertainty of groundwater supply and risk of contamination” are major issues in Loudoun where a significant number of the 20,000 newcomers who swell the population every 3 1/2 years are settling in the western portion of the county in large scale rural subdivisions, said Supervisor James Brownell. Groundwater is the predominant existing source of water in western Loudoun, but “groundwater resources are not presently managed to any significant degree in terms of long range planning,” said Brownell, speaking on behalf of the Loudoun board.

He told the Commission that Loudoun’s Rural Land Management Plan recommends well data be systematically gathered and monitored and regulations be adopted to reduce the probability of contamination in limestone and other geologically sensistive areas.

In particular, development on the steep slopes that comprise 16 percent of the county poses potential hazards for downstream flooding, groundwater pollution and decreases in groundwater recharge, Brownell said. But in order for the Board of Supervisors to enact an ordinance regulating mountain ridge development, information must first be gathered on “existing geologic, hydrologic and soil conditions and their interrelationship with land development,” Brownell said.

On behalf of the Loudoun board, Brownell asked specifically for:

(1) financial and technical assistance for developing that necessary groundwater data base. This would be used to develop “groundwater vulnerability maps” that - -**“•*»• «W>U*<SU$0 - programs. * (2) revision of state enabling legislation oh planning,
