Debate among the committee members ranged from the impact and cost of each proposed measure to nit-picking commas and semicolons. Two draft bills failed to win committee approval, and two others were combined into one measure.
The 12 remaining draft bills were then referred to the full assembly of 127 delegates, where debate continued on the floor of the state capitol building.
A last-minute attempt by antilottery delegates to kill the lottery apportionment bill failed, and the proposal to split any lottery profits evenly between the Departments of Aging and Education passed by a simple majority.
