But the state should give local governments authority to take in^ pact on groundwater into consideration in zoning and land use decisions. It should also allow localities to enact more stringent regulations for construction of wells and septic systems “when the minimum may not be adequate (and) when it can be determined that a (pollution) threat exists,” he said. “It should be a reciprocal relationship, with the state guiding while leaving local government the authority to address the problems that it knows exist,” Lee concluded.

Other approaches were suggested by incumbents and board candidates from Prince William County:

• “a preventive rather than crisis approach to groundwater management,” with local authority to require centralized, more easily monitored private wells and to enact tougher regulations governing well abandonment and small, privately operated water and sewer systems in addition to those for new well construction.

• “more openess” on the state’s part in releasing raw data on pollution problems to local health departments and groundwater experts.

• enabling legislation, particularly for rapidly growing counties, that would allow local government to control groundwater withdrawals.

• funding, from the state’s “deeper pockets” for groundwater data collection.

“The land use above is directly responsible for what happens to the groundwater below,” maintained Terry Barrett, supervisor candidate from Nokesville. “Local government needs the tools to control the impact of growth on the quality and quantity of groundwater.”
