Concerned citizens of Russia caught tuning their radio to the Voice of America have for decades been dragged from their homes by the KGB to a fate that many Americans would say cannot happen in America.

Well - now it already has happened here in America. Congress passed the Electronic Communications Privacy Act of 1986. The act by Congress directs the confinement for a period up to five years for anyone caught, even for the first time, having their home radio or TV set tuned between 825 and 845 megahertz on the dial.
