It is now fairly certain that we will have the opportunity to vote next November for or against parimutuel betting in Virginia. I voted with the slim majority of senators that passed the legislation calling for a referendum.
Being aware that in 1987 I voted against putting the lottery question to a referendum, several individuals have expressed surprise that I voted this year for the pari-mutuel referendum.
While I am generally for the concept of initiative and referendum, I voted against the lottery for several reasons. Here are a few of those reasons:
