After making that finding, the council passed the proposal to Zoning Administrator John McCarthy, who was designated the town’s zoning administrator at the request of the council last year. He must also approve Mr. Giles’ request before the plan can proceed. As the town’s “good and faithful agent,” Mr. Wickens said, he should be able to make the finding that Mr. Giles’s proposed use is indeed less intensive than the present use.
