To questions from Larry Silverman, environmental consultant to the citizens group, Mr. Wright said he would inspect the Stover tract before returning to Richmond and if the proper sequence of construction isn’t being followed, particularly with erosion and sedimentation controls, “maybe we need to sit down and go over the plan again."

However, he noted that an erosion and sedimentation control pond “ought to be in operation" and that he has suggested to Mr. Joyce this measure be implemented as soon as possible to prevent off-site sediment from becoming a problem. “It’s a matter of the sequence of construction getting out of order,” he said, adding that a sediment and erosion control pond at the most down gradient portion of the site would serve as a catch basin throughout the landfill construction.)
