This policy does not make good sense. It will increase costs to farmers and small businesses by requiring them to pay for a tax they do not owe. In addition, it will place an unfair burden on their operations by increasing their up-front outlays, perhaps creating a cashflow problem for many of them, and by increasing unnecessary paperwork.
