Deteriorating trash creates leachate and should that toxic-laden liquid leak through a hole in the landfill's synthetic liner and escape the leachate collection system, it would soak into the subsoil and enter the groundwater, the engineer explained. “That's the primary way a landfill becomes a problem.” In addition. should a thunderstorm dump several inches of rain on the operating face of the landfill, this “slightly contaminated water” could overload the 1,500-gallon septic tank intended to hold the leachate during the first two years of landfill operation, Mr. Saylor said.
