Area residents insist the water table on the Stover tract is higher than indicated by engineering studies. If that is true, then the “witness system" of drains underneath the synthetic liner will essentially become groundwater drains and “potentially large amounts of groundwater ” could be diverted to the leachate lagoon, requiring more frequent pumping and higher operational costs, according to Mr. Saylor.

As part of the permitting process, all private wells which might be adversely affected by a failure of the landfill’s environmental protection measures are to be identified, according to the consulting engineer. Generally, this is not done by pinpointing the wells within a fivemile radius but rather through understanding how the site’s groundwater systems function, Mr. Saylor said.
