trict, who also strongly opposed the bill. Del. Hall expressed concern that the bill would open a crack in the dam, flooding developers with fees. “What is transportation today is going to be schools and police protection tomorrow,” said the delegate from Richmond.
“Everybody has to pay a little to make our home more endemic to the quality of life,” said Del. Leslie L. Byrne, D-38th District, backing the bill. The transportation problems have to be addressed, Del. Byrne said, “and this is one small way for developers to pay their share.”
The bill’s narrow victory in committee indicates that it can expect more opposition in the house. “The floor is a lot different than this committee,” said Del. Hall, who said he had seen little support for the bill.
Del. Cranwell’s other bill before the committee, whm£i would allow these same localities to permit conditional zoning, passed by an identical measure. The delegate from Vinton is also the House sponsor of Gov. Gerald L. Baliles’ one-percent local income tax legislation that would permit localities to levy a local option individual income tax for transportation with the approval of a local referendum.
