The troop and armaments reductions announced by Mr. Gorbachev are virtually meaningless except to divert atterftion from his real economic needs. When Congress is asked to pass legislation that will help the Soviets to get the aid they desperately need, individual representatives and senators will be pressured to vote for it because of his military cutbacks. But the cutbacks still leave the USSR with a huge advantage, something that will increasingly be paid for by the West.

The USSR is on the ropes. Glaa- , nost and parestroika are as phony as detente. Clearly, it’s time to end all assistance to a brutal tyranny. Doing so now could lead to a collapse of Communism.
