The county’s School Board and school administrators have made a commitment to move away from reliance on basal readers with their workbooks and worksheets, and English and spelling books with their accompanying workbooks into a “whole language” approach to teaching reading and writing in kindergarten and first grade next year.

If the experiment is successful, it will be expanded into the other elementary grades in 1991-92.

But what is “whole language” instruction?

The “whole language” movement began in Australia and New Zealand and is based on the idea that children should learn to read and write the language by methods similar to the way they learned to understand and use the spoken language at home before starting school. ..
